Duncan and Fraser occasionally fitted such a skirt to their coachbuilt special bodies. The 20's roadster belonging to the founding president of our model T club had such a skirt when first dug from its resting place. It was removed when the car was re-sprayed from its battleship grey to bright yellow.
It certainly was an ugly addition in my eyes.
