How do you bend sheet metal while it is on the car?

The rear toe panel on the 1912 touring is bent up and not attached to the floor. I find it very hard to bend so I can nail it to the floor. The car is off the frame and up side down (while I repair the wood and under body), so there is more accessibility now that it is off the frame and therefore should be easier to do now, in theory.

Any suggestions?

Pictures? Is there some way to get to it with pipe clamps or welding clamps?
