Recently the brakes on our 27 Tourer have slowly been getting less and less effective. Today I took the inspection cover off hoping to tighten them up a little, but I'm a little worried about the band lining. On the left it is much thinner than on the right. Does this need a new lining or is it safe to tighten up?
Looks like the band lining has been fitted incorrectly, they should have lining 3/16" to 1/4" beyond the end of both ends of the band. re-line.

Frank is right and it seems to me that all your bands are short.
Watch also for cracks in your drums. You will need a reline.

Try the catapillar bonded linings. Had them in my 21 RPU with no problems since 1978.
Reading this caused me to think about my last Hershey show. I found several "new in the box" Scandinavia linings that were too short. They were at least 3/4 to one inch short. I wonder if that is what you have and did the manufacturer make a mistake and there are a lot of boxes out there to avoid.
When Cantex Corp. first came out with their "Scandinavia" linings, they were the correct length of 23 & 1/2". Sometime after did they shorten them approximately 1", which I'm sure resulted in an extra set of linings (pure profit) after so many sets of the shorter ones were produced. I've watched Ebay for the "Cantex" sets and always ask for a length measurement to verify if they are correct. Both the early & later (although too short) were still of the correct weave unlike the modern linings being called "Scandinavia" today which is not the original weave pattern.
