That's a really interesting photo. Oil rigs, power poles and an automobile are previews of what's to come. The dirt street, the horses, and the general look of things is a snapshot of the past.

Those are phone lines. It is *possible* that the distant poles on the right might be power, ... hard to say at that distance. But the close stuff is most assuredly phone. Note the very bent and crooked poles in the background !

Telegraph, built to WU or Postal standards, would look similar in construction ... crossarm size, pin spacing, bracing, etc., but use larger insulators. These are small "pony" types, typical of phone.
