I would say Model A. Everything about it says Model A; shape of rear bumper brackets (not 26-27 T); bumper bars tied together at the ends with a bolt and spacer (Model A);bumper clamps (definitely Model A).

Some Model A's that used side mount spare tire(s) could be gotten with full withe rear bumpers. Does not make it rare as it's just a front bumper mounted on rear brackets. 30 or 31
Could be a Model A rear bumper since some later models had a full length bumper.
Is the fact that the rolled ends with bolt through them a reliable indicator that it is not a T bumper?
I have always thought that T bars just terminate with no eye.

Yes that is correct for stock T bumpers. Some aftermarket might have the rolled ends with bolts.
