This might be a roadgrader, but I wouldn't think that the wheel would be that far out of plumb.
For what it looks like there might be an Auto Ambulance holding up the rear of the machine.
It's a road grader alright! I think a lot of those old ones had a wheel "out of plumb" like that,....I guess to sort of counter the side forces involved with the angled blade.......I think,.......maybe,.......???
Looks like a real early motorized road grader that has broken a drive wheel and is being hauled in with the broken side on a salvage dolly. That's why it is leaning to one side. The tow car is a 1616-18 Dodge roadster with a pickup conversion.
