If it is real- yes, very rare indeed.
He's been trying to sell it for years. We have discussed it several times in the past. I think he was at $175,000 back in 2009 or so.

And so far it has not reached a price where it sold nor has the economy gone up enough where someone thinks the price is right for them.
It will make a really nice Town Car.

Top construction before the recently installed driver area cover, suggests this car may not be a Town Car, but may be a Landaulet. Worth noting is that more Landaulets were sold in 1909.

I would love to some day have a town car, except I'd want the controls moved to the back and blacked out windows. Just put the dog in the front seat with his paws on the original steering wheel and go cruising around looking at people's faces...
