It looks as if someone has been working on it, as there is what appears to be a bit brace or a speed wrench and some other assorted tools just to the inside of the left rear wheel. Maybe they were just in the process of turning it into a flower truck. Jim

Flower wagons were common until the 1960's. They delivered flowers to all sorts of events from Graduations to weddings to funerals. Some of the best funeral homes had matching flower car, hearse, and limousine for the bereaved.

This is a funeral procession showing three 1914- 1916 Pierce Arrow 48HP vehicles with the hearse, limo, and flower car. Notice the hearse has the rare option of conventional headlamps.
