An accessory longer front spring that could be on a car or a truck. A TT doesn't have any extra weight on the front end...it is all on the back so nothing needed on the front unless it is going through the woods or a construction site.

That one is actually set up for a wagon due to the front swinging hitch on the frame and possibly why the extra strong spring to balance the load. Unique and they show up from time to time but I really don't think I would use one on a driver. On a "trailer" it might be an advantage.

The TT in fact does have more weight on the front than the car. The front spring carries an additional leaf for this reason. The front crossmember is slightly deeper and the front engine mount is longer than the car. All of this was to adjust for the heavier spring.

The spring posted is an accessory spring as others have stated.
