Are these cut out areas at the side where the wood frame rails go?
The rail and top sill fit there.

The rear seat panel came in several heights -- basically 1915ish to 1921 and then when they switched to the new style 3 piece rear seat tub during 1921 -- that rear seat heel panel continued from 1921 to 1925. And there were minor variations in the 1915-1923 rear seat heel panels due to different body makers. [For example Beaudett (also spelled Beaudette) sometimes put a "B" on their rear seat heel panel.] The photo below is from page 38 of the Jul - Aug 1989 "Vintage Ford" and is used by permission. It is also on page 219 of Bruce's (R.I.P.) book "Model T Ford."
