How hard is it to change from the smaller brakes on the 25 to the larger brakes on a 26? What needs to be changed? Can this be done on the older housing? Thank you.

It's so much easier to change the axle housings or the whole axle assembly than mess with the backing plates on your existing axle. You need radius rods, perches, brake shoes, larger drums and other brake mechanical parts. Older brake rods can be shortened to the 26/27 length.
