I think that is the right word for what happened!
I have been helping a customer in Yixing China for the past few days. He recently moved into new facilities that were funded by the government and he asked my company to help set up his hydrogen furnace. Today, as we were getting ready to leave he asked me to stay a bit longer because the Mayor was going to visit and he wanted me to meet him.
About an hour later a group of people in black suits came into the room and the employees got very quiet. As the suites walked by me, each person nodded and smiled but didn't say a word. Then they stood near the door and had a hushed conversation for about 5 minutes. Just after they left one of the engineers came to me. He seemed to be upset and said, "Not Mayor." about three times and then said "Big Boss."
I questioned, "Big Boss?" and the reply was ""Party Boss!"
It seems that the guy that controlled the government money in that area (Communist party boss.) had come to make sure it was being spent wisely and the manager wanted to show him that he was getting help from a foreign expert.
