One of the brass bushings in the brake drum shaft looks like it is supposed to be recessed. Is this correct, and if so is the depth critical? (The picture is just a sample, not my drum)

Yes, you are correct. The transmission main shaft rides there that has a generous radius. Most, if not all the drum bushings I've encountered were pressed in JUST to the start of the keyway brooch.

It has to be back far enough to clear the radius on the transmission shaft. You can see the point of concern in the drawing (bushing 712). The transmission shaft can be dry fitted to make sure the clearance is adequate.
