Spiffy is the perfect word for that one! I do not recognize it at all. It does, however, bear some resemblance to one built by Champion about 1918. They favored that "Fiat" style radiator shell also. The whole car does appear to be professionally built. The wheels and apparent lack of lowering would fit in with 1918ish. There is something added under or behind the axle on the left side. I can't tell what it is. I cannot make out the license plate enough to identify it either. I can tell that the rear end has the offset/bump in it to know that it is later than the 1913/14 style.

Square fellow wheels and over-axle wishbone narrow it down to 1917-1918 if the parts all came from the same chassis.
I know I shouldn't think this way, but, gosh its ugly.

The Kustombilt ad is very close. The side skirts and hood are different. But it could be?
