Should I measure the 13/16" space between the pulley and the drive plate with the brake handle all the way forward?
And,
When you push the car in neutral should the engine still turn?

When the parking brake handle is forward. There will be some drag from the oil in the clutch so yes the motor might still turn.
The 13/16 spacing should be determined before the transmission is installed on the engine. You can adjust the for that spacing through the transmission door though if you think you need to.
A place to start from to get a good neutral is to place the hand brake is a straight up position.
If the transmission and clutch pedal adjustments are correct you should be able to place the brake lever in a straight up position and pull the crank with no forward movement from the car.
Dwight, measure with the brake lever all the way forward. The engine should not turn when you push the car when the transmission is in neutral.
