Yes, a little piece of rubber hose of the right dimension seals better than felt. Ok, with some soap the felt may work good too, Ford used it on 15 millions so it can't be all bad ;)
I've never had the felt leak, but sometimes I use an O-ring instead. Both seem to work just fine. I wouldn't use a metal compression sleeve on it; it would put extra stress in that one place and could lead to a broken line.

Dan, in my experience, 5/16" rubber fuel line is too thick to go in the T packnut. I cut a 1/4" long piece of rubber line and then carefully remove the outer layer. The inner section will fit in the packnut.
