Hello, I am changing out my tires- tubes etc. on a 24 coupe, I had the rims beadblasted, then a nice coat of paint, the old tires held air fine they where just way to old, the rims have like a duct tape wrap to protect the tube, should I use the same or the rubber liner,??

I'd use the same. Depends I think on how much the spokes protrude through the fellow. JMHO. Others may (or will) have other ideas.

The spokes have nothing to do with it. If you have demountable rims, and even if you don't the spokes don't go through the felloe. If you rims are rough, then I would consider using a rim liner.

I always use flaps when mounting tires to clincher rims. With flaps I don't pinch the tube, which you usually don't find about until you are airing the tire up for the first time. It saves me so much time only having to do the job once...

With the 1925-27 21" split rim demountables flaps are necessary. The 26/27 21" wire wheels needs rim liners - but for the clincher rims with 30" tires, flaps or rim liners are optional.
