That photo was in Seattle for the January 1916 snow storm. That was the 100 yr snow storm. This photo was on the front page of the Seattle Times.

I had a touring top collapse from that much snow. The irons had heavy internal rust where it bent and broke. I think they were designed for that much snow or more.

Not so much the irons but I'm just thinking about the top material stretching. It looked all spiffy and tight before that storm and then afterwards probably sagged and flapped in the breeze.
