It says Veeder Dec 16.1913.Apr 14.1914 & Jan 19.1915

It reads 48397 with the first number blank.

Yes, dealer accessory. Many types of odometers made to fit early cars. One use was for taxi, rental, or fleet vehicles, so that mileage could be recorded. Thereby knowing when to change oil or what miles to charge the customer!

Veeder was early mfg of these parts.



Another type, the hub cap styles came later, the one you have is nice period accessory made for the Ford.
