It's so you can check the oil without getting under the car
It's for opening the petcocks on the crankcase, so you don't have to crawl under the car. The little tang on the end is supposedly to clean out a petcock if it's plugged, but I've never done that. Good accessory.
Looks like a foundry ladle for taking samples, long handle, hot environment, small sample then pour into a small mould.
It's a petcock wrench, with nice design pick on the side to clear out the petcock, as they get clogged with dirt. Have before used a small nail to put up the snout of a radiator petcock to clear it. Radiator petcocks always have sludge in them.
The cupped section secures the petcock handle, makes it easy to twist open and shut.
