Seems like rod iron frame added near the hood panel to secure excess luggage or baggage.......

Maybe not Lubbock's first taxi service? This 1908 ad is for livery (taxi) service between Lubbock and Plainview, TX. They had two safety rules, don't give the driver booze, and don't step out of a moving car:
