It was common for circus's and carnivals to hold parades as they entered towns to promote the shows and attractions. Perhaps this is a side show at the circus.

I think you may be right. There is a clown wearing a top-hat sitting back to back with the driver facing the rear. The "natives" may be in blackface, and they have white skull-like makeup on too.
