I had one like it and could not find that it was Ford. Then I saw one advertised as a 30 X 3.5 spare tire carrier. I looked and searched on the internet, never did come up with an answer. I know this helps you a lot. Hope someone comes up with an answer. I would like to know too!

It could be off of so many different cars! It is very similar to the '25 Studebaker I had years ago, but not exactly like it. It is close enough that it could be from a different year or body style. Can you estimate the tire size? Measure the diameter where the rim sets in, add about 1/2 an inch. My '25 Studebaker had 20 inch rims and tires.
I can tell you that the lock is an "Oaks" spare tire lock. They were marketed to many marques of cars, including Studebaker. My '25 had one from new (probably from new), and I have seen them on quite a few other cars. As I recall, I once saw an ad for them that said they were "as strong as an oak tree". If you look closely at it, there should be a relief picture of an oak tree above where the key is inserted.
If I wasn't broke, or you were much closer? I could be interested in it just for the complete lock for my '27 Paige. Oh well.
Drive carefully, and enjoy, W2
