Am working on this old updraft carb ... and am wondering about the purpose of the tiny vent hole in the flange that will be covered by a gasket.carb vent

I'm not familiar with that carb but it is typical that a hole is drilled to serve as part of the idle circuit, It typically intersects a horizontal passage. The gasket covers it so there is no need to place a plug in the flange.
