Running board block questions

Greetings all.
I feel rather foolish. Dismantled my 1912 to refurbish. Bought new running board and fender mount bolts, and they're the same length as the old. Now that I'm reassembling the newly painted running boards, splash guards, and fenders, the wood blocks do not line up on the holes on the running board supports, unless I put the blocks over the splash guards. But if I do that, the bolts are too short. Yet they came off the car.
I simply cannot figure out what I'm doing wrong. It has to be something simple. But since this is my first rehab job, I'm at a loss. Any suggestions?

Not sure about your T, but I have found on some newer T's the running boards are put in place then pushed against the splash shields, flexing them enough to get the bolts in place.
