I think the spring is part of a disconnected or broken support for the speedometer cable.

Great car, lots of good ideas for anyone buiding a speedster. Wonder why there is no way to adjust carb mixture while driving?

I am going to guess that the little vertical spring on the passenger side is to keep the speedo cable from rubbing against the wheel when it is turned sharply. An era correct fix would be to employ a leather strap attached to the cable. Lang's and others sell this strap if a fellow had no time to make one up.
