Norm. Because of marine layer from the ocean L.A. even on a clear day can look hazy. The Native Americans referred to the L.A.Basin as "The Valley of the Smokes."

This is only a guess. I looked at some old pictures of Western Ave and Vermont Ave. I think that is Western Ave somewhere around Wilshire Blvd.
