What is best way to remove the inner dust seal and bearings on the front wheels of a 1926 Runabout?

Take a long punch and gently knock um out. You may need a new seal. If you have to remove the inner (large) race, you have to knock a bunch harder. No guts no air medals...go for it!

Mark, the inner dust seal is easy. Just drive out the inner bearing and the dust seal comes with it.
The cones in the hub are harder, depending on the type of hub.

Modern seals should be available thru your auto supply or bearing house.

Be extra careful if using a punch. I like to use a piece of dowel stock.
