1923 TOURING
The pile of parts that I acquired last year is slowly evolving, but I really have nothing for the rear emergency brakes except lever and lots of rods etc., so wondering which direction I should go when acquiring the required parts. Safety is first, but $$$$ is second. Any suggestion will be helpful.

If safety is first then I would like hydraulic brakes.
If $ is first I would go with lined brake pads and keep the lever handy.
