If it is, it is on backwards. The flange should be on he inside.

I yhink they are just hard rubber tires... the left fender shadow less the impression there is a flange long the outside edge. They sure do have a lot of bolts around the hub, though!

Those are the fat lady wheels that were an add on item just like the fat lady running board brackets. They were added to hold the extra large mother-in-law.
