It is still seen in some small towns in Texas. It was like that on West Jefferson street and West Davis Street (one runs east, the other west as part of US 80 business) here in Dallas when I was a kid, but they eliminated the central parking to make the street four lanes in the 1980's to allow for heavier traffic.

Yes, we have parked in the middle of Main Street since the beginning and still do.
