The new front fenders on my '21 Touring are bolted at the back and the inside, by the engine, but are hanging in mid-air at the front. No holes have been drilled for the top, front bolts. What kind of brackets connect the fenders to the support rods? The rods are there, just not attached. Thanks.

You can find used brackets removed from old fenders. Swaps meets or try a vendor who sells used T parts.

Here is link on some photos. The brackets are riveted to the front fender edges.

The real late ones, like for a '25 have a lip on them, to keep dirt from piling up on the threads. You won't want them for your car, but they will work. Next, if you are going to use a bolt or a rivet, you will need to shape the head to fit the curve of the bead.
