The Alameda county board (Oakland, CA) took bids for a Sherriff's car in 1907. They weren't looking at low dollar cars either:

I meant to finish the Oakland CA story. The car that won the bid? A Thomas 40. And the bid was lower than the Ford six. It also turns out one of the board members had loaned a Thomas to the department for two years, and had just bought a 1907 flyer too. It was a significant enough story to make the Boston Post:
