The upright crank was probably an attempt to comply with an ordnance not to obscure the plate from speed camera recognition.

I wish we could see the side lamp under the hat. The one on the other side looks like an aftermarket light. Maybe those were purchased at the same time as the spot/trouble light mounted on the windshield post. And is that license plate from a foreign country?
