So this is in my "T Leftovers" box and will definitely not be going back on the car. It came off the little throttle lever on the steering column and the rod to the carb was installed in the slot with a couple hokey spacers and about three feet of bailing wire to hold it against the one end of the slot.

My question is what is it and why was it there?

It's a part for a foot feed.

I had kind of suspected that, Rick. Thanks for confirming. I guess the slot is so that you can use the lever to set a minimum speed but the rod still has the freedom for the throttle to be opened further by the foot feed?

I guess I have the first part of my eventual speedster project now.

I feed myself thru my mouth.
Why would anyone feed themselves thru their foot.

Fred, foot feed in this case pertains to foot-in-mouth. Trust me, i'm an expert in that area.
