Does anything go between the radiator and the radiator shell on a 1923 Touring to prevent wear and tear (and rattle)?

Yes, the screws and nuts to fasten it to the radiator, if it's like a high radiator. If not, I'm sorry to have bothered you.

The shell welting.

Does double duty as it is doubled around the perimeter of the shell.

Welting cushions the hood riding on top, and provides a fabric standoff against the top tank of the radiator between the shell.

you might glue a piece of flat rubber or felt on the front of the radiator tank to keep the shell from rubbing on the tank. The upper shell mounting screws should space the shell a touch away from the tank.
