What is the best way to clean up the rear hub where axle goes?

Got a bit of rust in the hubs, and feel I should clean them out before I run an axle in there. Do I just tape some emery paper to an axle and turn it to smooth out the insides? Thank you.

You could also sandblast them using a fine grit.

I've been thinking Dave rather than emery cloth why not use a fine valve lapping compound? It would leave a smoother surface and not remove as much material.
