Other than having the flip top oilers, are the 1917-27 spindle bolts the same as the ones used on earlier spindles?

No. The spindle bolt heads are bigger, and are threaded for the oilers.

The size of the bolt head will not affect fit or function. The diameter of the shank, length and bushings are the same.
