Might this be the innards of an original door stop on a '24 OR so roadsters? It was wrapped with leather... that gave way, was re-wrapped some time ago... the re-wrapped on top with friction tape.

Someone added that style. The original would have been two footman loops and fabric type cloth (like the seat material) strap between them.
