Rich, it's a beautifully made reproduction of a tool used to restore the threads on T hubs. Its real advantage is it can be fitted over the thread and wound OFF the hub, restoring damaged threads on the outside as it comes off. The last one I know of sold on ebay at $790. No indication of the price on these new ones yet.
