Has anyone painted over powder coated parts? I have some wire wheels, not T, powder coated that I would like to change the color.

You can sand them and paint over the powder coat. The easiest thing would be to have them sandblasted and re-powder coated the color you want.

You will need to sand with 180grit to break the slick surface of the powder coat and allow a good primer to bite. Then resand and paint. Adhesion problems are common because of the slick smooth surface of the powder coat, hence the prep required.

Just braking surface might create a problem of increased "mil" thickness when prime and repaint.
