I believe it is an early Delco unit used up til around 1921 or so. They had a black metal face and a small set screw on the underside of each lever to hold it on.
Later Delco combination switches had a glass face and were used up til 1928 or so on many makes of cars and boats.

I agree - Bosch - I've wired them to utilize the "push" button to energize the starter solenoid.
And to add; the levers & shafts are pot metal and you know what happens to that stuff when it's that old ! I wouldn't pay much without taking the back off to see if it's salvageable.
