In the day you could buy a bare chassis and build any wood body you preferred. It is conceivable that that bracket was used for such an application. It is not a homemade bracket. Many accessories were available back then.

It bolts to the side and then you insert a candle in the hole. They weren't popular because the candle kept blowing out! :-)
