Goll, it looks like an easier way to do the checking/adjusting.
Slip it in, snug the T handle and check it!

I've not handled these tools in person but I suspect they follow the lines of the KR Wilson "quick-bolts" that Jack P. has reproduced - just takes a hell of lot less time tightening the main or rod caps for fitting bearings.
I see how it works, but don't think you could get enough clamping pressure with that little handle on the main bearing clamp. It clamps over the installed caps (rods and front/center main), the rods slide down the holes then the latches pop out and hold it as it clamped down.
