Is that a CNG tank for the lights?

Acetylene gas under pressure, famous Prest-O-Lite gas tank, sold for use on early gas headlamps.

That's a great looking '14 with seat covers. The direction of Prest-O-lite tanks has been optional. The brass has darkened with age.

Very neatly done seat covers. Protection to preserve the original ? Or did that already wear out ?

Some liked to put covers on just like in the 50's and 60's clear vinyl covers were popular too :-)
