Can anyone help us with the license plate to date the photo. The car appears to be clean and well cared for in a state with a lot of unimproved roads at the time.

The license plate pictured is refereed to as a "pre-state" plate. These were made to order and numbers were issued by cities before the state began issuing them. Metal kits or sometimes leather was used. It appears Nebraska started issuing plates in 1915. "Surviving examples number as high as 60,000." (James K. Fox)
All cleaned up and decorated, probably for Fourth of July ? It sure looks like a '12 torpedo, but the rear fender looks like it may be "flat" rather than a full crown ?
I'm pretty sure that is a pre 1915 leather plate. All of Nebraska's plates can be seen here on the Nebraska DMV's website. (scroll down just a bit)

Number 10,982 was issued in August, 1911. Unfortunately I don't have a breakdown by year. Below is a 1906 plate a friend owns. It was issued on an 18hp Rambler.
Looks to me like the spokes are 3 colors, red, white and blue perhaps?
John, looks like it. Maybe wrapped in colored crepe paper?
That is a 48 star flag. Arizona became the 48th. U.S. state on February 14, 1912. The brass windshield rods stopped after 1912 and I don't see any black and brass parts. So the photo is 1912 or newer(duh!).
