I would agree that lock n stitch is the way to go. They are in Turlock a couple of hours from you. The hole on the plunger is for a small chain to secure the plunger so you don’t lose it if the plunger pops out on rough roads. I’ve seen them with and without the chain.

FYI- Here is a pic of an unmodified apco steering wheel puller. The one you advertised looks like the arms were modified or notched for an unknown reason by a previous owner.

Well, wherever they were going, they would be in the minority. Most of the cars in Cuba at that time were larger Buicks and Nash, among other brands. Here is a view of the Havana waterfront in the mid 20s. I see a T coupe in the lower left.

The shock uses heavy cast formed brackets on the top and rear end. You can adjust the tension to get desired spring action. I’ve seen a brass case one before.
