Your current ammeter, (no pun intended), should be fine. The question is, why is your alternator pumping out such a high charge rate? Is your battery particularly discharged/dead, such that the regulator in the alternator is allowing such a high charge rate?

When the rear end was assembled, was there the fiber washer/spacer between the two axles? I've never taken a rear end apart where the fiber washer still existed. If it was fiber, it may have been ground away, allowing some side-to-side movement of the axles. If that's the case, it's not a big deal.

The bottom line, and the direct answer to your subject line, "Do I really need a carb shutoff valve?", is "yes", you really need one. It's up to you what style or where to locate it. Never, ever trust the carb float valve to function properly, no matter how long it has worked flawlessly.

I would guess that over a quart in 20 miles is too much oil to even burn. Park it somewhere, let it run at a high idle for a while, and look for puddles of oil to form on the ground... and of course, blue smoke. That is not a driving chassis, rolling chassis maybe. If when it froze it broke the head and pushed out the core plug it most likely has a cracked water jacket so the block is junk. I had a friend who had a set-up like that. He just used the Model T high speed disc clutch. Not saying it was the best way to go, but it worked for him. Don't know what style of discs he used.

All this "heat" stuff aside... If you had access to a lathe, or similar way to spin the drums, all you would need to do is to polish the surface with some fine emery paper. They don't need to be a mirror. You just basically want them to feel smooth as you run your hand over them. Now... back to how ...

The mounting should be solid. I'm guessing it have have gotten loose from the axle bottoming out on the bracket, hammering it loose. There's not that much clearance there.
(BTW, I have never heard it referred to as a "suicide" front spring mount.)

There's no need for anything as severe as an air hammer. It's possible you drove the screws back out of the threaded holes by distorting the threads and causing them to become loose.
