Any place that repairs brass band instruments should be fine with repairing that horn. They will do a much neater job than the people that built it originally, and they will probably silver-solder it. (Much stronger than soft solder.)

I second Scott Congers endorsement of Caswell Plating. I have their setup for zinc for doing early fasteners, and it works wonderfully and gives a perfect looking product. It isn't silver cadmium, but it's as close as you can get nowdays.
