That makes sense as a lot of hardware stores also sold auto parts in the teens and twenties. I have other plugs in my collection that were branded with hardware store logos. There were a number of early plug manufacturers who would privately brand them if enough were ordered.

As has already been suggested, lacquer thinner will do. Don't mess with those silly strippers. It's lacquer on the brass, so lacquer thinner should be fine. My ten cents worth - If you are seeing red rust "dust" around where the wood felloe meets the steel rim, that's a good indication the wheel is loosening up. The best way to promote future events is to report on the most recent one with lots of photos, positive vibe, etc. Perhaps with all the stuff going on they forgot to give someone the job of reporting on it. Maybe next time. I've not looked for info on Bakersfield yet.
